Preface:

Ground this study in the principles of participatory, collaborative, and adaptive governance to emphasize the vital role of citizens, not only as voices of aspiration, but as active contributors in defining urban challenges and shaping policy solutions. Introduce the study as a new formal working model that meaningfully involves the public in the formulation of Musyawarah Perencanaan Pembangunan (Musrenbang), strengthening the link between civic participation and urban policy-making.

Draw inspiration from global practices such as GovTech Singapore’s “Hack for Public Good” and participatory budgeting initiatives across Latin America and Europe. We adapt from the models that engage citizens throughout the entire policy cycle—identifying problems and synthesizing challenges to testing policy solutions—while adapting these approaches into a more contextual framework for strengthening local democracy and supporting Jakarta’s vision as an adaptive, inclusive, and innovative city.In collaboration with Jakarta Provincial Development Planning Agency, we demonstrate the Participatory City Governance (PCG) approach and advance this study as a practical model for urban governance. Integrate public participation, cross-sector collaboration, and policy experimentation to shape a more responsive and participatory future for Jakarta.
